sounds like it to me, but I don't know much about them. could it also be that the chokes are affecting it in some way?

the other problem I am having with the Zeniths is reducing the idle speed. I cannot get lower than about 1100 rpm idle with the screws back out all the way and the choke off. Seems the carb linkage runs out of travel and will not let the throttles plates fully close. Very annoying...I must be overlooking the obvious.
