I retweaked my Zeniths and the idle was stuck high, too, until I noticed that the pull rod coming up from the block mounted bellcrank to the horizontal common link was too long.

Symptom: high idle with all links connected, hadn't messed with ignition, idle speed screws not touching linkage.
