Heater runs continuously-is this normal? (archive)

OK, paint issues are cleared up. Now that I am driving this recently purchased '74, the fan motor runs even when switched to the "off" position. Kind of naive, but the a/c was running when I test drove it, so I was not aware of this situation. Saw some archived messages about installing a switch-on & off valve in one of the heater hoses. I am such a babe in the woods with this car, so excuse the question if everyone knows the answer.
