Thanks for the link, the fast response. So there is a problem here. Far left on this slider control that says "off" does not turn off the fan.

No, the heater fan should be able to be turned off. Here's a link to HVAC 101 in case you don't have an owner's manual. The controls are not all that intuitive, especially when you mix in the added A/C controls.
