What SHOULD happen is that the fan doesn't turn on until the lever gets to just past the center position, where there is a detent. Moving further to the right, there should be a another detent and the fan should progressively increase speed.

Since you have air, there are two fans. Where is the air coming from when the lever is off? Try this; close the vent control and put the heat control on Heat. With the fan switch to the left, and the mystery fan running, is the air coming into the footwells or out of the lower console grill (the air conditioning outlet)?

I suppose there's a possiblity of the a/c control knob being messed up and running the a/c fan when it shouldn't. Does the aux fan in front of the radiator run when any time the key is on also?
