I made 2 stretched-out-Z shaped clips from hardware store aluminum stock (3/16" x 3/4" or something like that) and bolted them to the inside of the bumper with stainless nuts and bolts. The clips are angled toward the center of the car, since the bumper holes are spaced wider than license tag holes. The plate hangs below the bottom of the bumper so it doesn't mess with the looks of things, and the hardware is hidden. The bottom edge of the plate hangs a little low, but no lower than an air dam, though angling it back a little helps.
