you can start at your local jurisdiction, which may/not make available records of the car's registration history.

Or go to Mobile Tradition (search the archives) for a Zertifikat, which is expensive and will provide minimal info as to the date and place of original delivery.

There is also a cheap version of the Zertifikat, not "suitable for framing".

If the car has been serviced by a dealer, they may call up the repair history for you.
