For 17k I would expect no rust.
Look at the pictures again!

I did look quite thoroughly. There are no rust free examples of these cars, IMHO.

Also, if I recall, this particular car's last ebay "auction" seemed a tad screwy at the time, as well.

The car didn't sell for $17k, it was apparently bid up by someone who didn't know what it's worth. $17k is for a car maybe one or two years out of resto. Since full resto's cost over $30K it's not likely that you will find one for what this one will probably sell for.

I do think selling a car with no reserve should be done at a starting price close to what the owner wants for the car, say no more than 20% below that price, plus a long auction isn't a good thing either, but that's just my opinion. Each owner must decide what he wants to do.

But, let's keep an eye on the car, if it's purchased by someone knowledgeable, then I think it'll go for about $10-12K and no more.
