The 95 was the only year in the U.S. with the smaller displacement motor. The 96 was a 3.2 liter. The 3.2's are probably a little faster due to a broader torque band, but the 95's can be made faster through modification. The 96+ OBD-II cars are more difficult and expensive to modify. The 96+ cars also had some suspension refinements, and a different climate control system.

Yes, the 95's were the cheapest.
