Sounds like a fair deal money wise. The performance parts you mentioned will do almost nothing for the car. An exhaust merely changes the sound, and a K&N really doesn't help an M3 as the air restriction is farther down the line. Look into Jim C. Chips if you want affordable performance increase.

I drive my M3/4 day in and day out, rain, snow, sleet, whatever in Boston. It is a great daily driver but rough roads can get a little tiring after a long day at work. Nothing that isn't easily overlooked. You will need a second set of wheels for snows, and they are most likely going to be 17" as smaller wheels are very hard to fit over the M3 front calipers. This will be some money ($800-1200) but it is a relatively one time cost. The other major expense is summer tires, which will run you about $1000 or more a set, you will be doing this about twice every 3 years if the car is a daily driver.
