Ok now I'm gonna argue on the OTHER side ;)
His car was not running right. A stock RX-7 should be slightly faster than a 97 M3 all other things equal. Those bad boys are FAST when modified, the only M3 that can keep up or beat them are the Turbo M3's. Thing about the RX-7's (particularly 3rd gens) are they are outstanding performers and can really go, but are also very sensitive and fussy, and can go south at the drop of a hat unless the owner is a real rotary guru. You can replace the pre-cat with a straight pipe, throw on a decent cat-back exhaust and those things will do mid 13's easy in the 1/4.
