VDO and airbag removed; wheel/tire gouges? (archive)

This Sunday I snuck a peek at a 97 M3/4 that a dealer recently acquired and is going to sell. I am in the market. Here are my questions:

1) The VDO (dash) and airbag unit (not deployed) are sitting on the passenger seat. Would I expect this of a car that will be certified-pre-owned? The airbag kind of worries me, though the car appears straight. I will check the VIN numbers on the body parts once the dealer shows me the car.

2) The right-front and left-rear 10 spoke wheels and Michelin Pilots both have some chunks taken out, I'm guessing from hitting curbs. This has never happened on any of my cars - are these wheels on the soft side? I will minimally make sure that the wheels are still true and use it as a negotiating point (I didn't notice wheels listed under CPO inspection).
