Sounds to me like either you have a really bad technician to start with. With the quality of BMW rims and brand new tires you should only have to put one stick on weight on the outer lip.
Weights all over the rim indicates either the tech did'nt remove the old weights (lazy) you have a screwed up tire or rim that he failed to tell you about and tried to balance anyway (lazy) Or the tech did'nt mount the wheel on the machine correctly (lazy) Or maybe their machine was'nt Y2K compliant (reachin')
