when tread gets below about 3/16", most tires have bars going horizontally accross that show you that you are maxed out. you could put a penny inside the shallowest goove in the tire. put the penny "head first" and if you see the top of Lincoln's head (upside down), then you definitely need new tires.
road noise might indicate out of balance or out of alignment instead of wear. both of these conditions will lead to wear though.
