If you don't mind the weights showing on the frontside of the wheel; you can get away with less lead applied.
If the weights are applied to the edges of the wheel, either inside or outside; less lead is needed to make a good balance of the tire/wheel assembly.
Most shops take it for granted that you don't want the weights showing on the frontside, so they have to put more at the center backside with the rest at the backside outer edge.
This all has to do with rotational dynamics.
