Certified M3 has DOT-R panels!!!!!! (archive)

An M3 I looked at has DOT-R hood and left fender. The seller bought it ~15 KMiles ago, as a certifed car from a Chicago $tealer. The car runs and drives great. I guess if it had any other problems, the seller would know, after his two years of ownership.

Does anyone think it's acceptable for a $tealer to sell a BMW as "certified", when it has BMW DOT-R hood and left fender? I know that my local $tealer will not certify a car with any replacement panels.
