Hmmm......I should have read this first, but yes, I agree that you could have a stuck open thermostat. Thermostats are designed to fail in the open position (theory being that its better to have a cool/cold running car than to overheat) and usually do just that. Since its about 15 degrees outside, your thermostat being stuck in the open position will have no way to regulate the temp of the coolant in the engine block, and full flow of coolant at all times will keep your engine from reaching full operating temperature in very cold weather. Not to mention that your car will probably never going into closed-loop.
