the problem with jamming radar is you need to get as much energy in what little frequency window the gun has, w/o knowing where it is (otherwise things get VERY expensive)...however, one COULD concievable build a "ultrawideband microwave emitter" which, if aimed reasonable, would do some significant damage to "sensitive" electronics (read radar, but not ignition).
In the military these types of emitters are basically a pulse power generator, a wideband oscillator, and a wideband antennea.
again, you could outfit a car w/ one, triggered by the V-1 (the directional would help alot), but due to the complexity you would be looking at MINIMUM several g's and one BIG FCC violation (ever read the back of somethihg and it says "will not cause significant interfereance?" :)
