The splitter is a forward aerodynamic piece that increases downforce proportional to your speed and its extension forward (its functional design is obviously a factor as well). The '95 LTW had/has a manually operated extendable splitter that retails for around $1100. If your car is lowered as well, there will be many places in the city that will cause you to scrape.
If you're using the car on the track, this isn't an issue. Also note that while many aerodynamic pieces are more cosmetic than functional, you may rest assured the LTW pieces are functional. That is, not only will the LTW splitter and rear wing (with spacers) add downforce, but they were designed to work cooperatively and benefits may be lost if one is used alone.
Sideskirts are the cosmetic (semi-aerodynamic) pieces that cover the side (or rocker panels) of the car. Perhaps these are $110 each. I don't believe there's any real benefit (other than cosmetics) to replacing them, except you'll have a lighter wallet.
