For 96 and later M3s, you can't replace "the chip". Instead, "upgrade software" needs to be loaded (a.k.a. flash) to the DME. The chart shown are the gains you'll get with just the software, no other mods. Of couse the gains will be greater if you add other RELEVANT mods like intake, pulley and exhaust from reputable "tuners". Unfortunately, the gains are not additive, i.e., 1+1<2.

I'm not sure if the software has a CARB number but I know many who have them have passed CA emmissions without any problem. With Jim's injector, you can go from "upgraded" to "stock" easily.
