I assume you're talking about the rear rotors as you've mentioned releasing the handbrake. You may have to back off the shoes a bit if they are hung up in a groove on the drum part of the rear rotors. Also, a 3-5 lb hammer will probably do the trick. Be careful resurfacing the disks...most shops are very aggressive with their brake lathes and don;t know how to use the equipment correctly. They can actually make the rotors worse if their lathe hardware is out of spec or they don't center the rotor properly on the lathe. It may be wiser to opt for new rotors.
