I've known many people that have received DWI or DUI's on Wisconsin Avenue after leaving Tommmy Joe's, Montgomery's Grill, Parkers, etc. The cops do exactly what you said...watch the person walk to their car and pick them up if they stumble at all. It reminds me of this story/urban legend I once heard. A cop is waiting in a dark part of a parking lot waiting for drunks to leave the bar and jump in their car. Five minutes before the bar closes, this one guy stumbles out of the bar completely tripping over himself. He walks around the parking lot for fifteen minutes scratching his head, wondering where he parked his car. The whole time he makes motions like he is about to puke and/or piss in the parking lot. The rest of the people have already left the bar, but the policeman waits till this guy finally finds his car. Once the guy leaves the parking lot, the cop pulls him over and proceeds to give him a sobriety test and the drunk passes with flying colors. The drunk then offers to take a breathalyzer, and blows a 0.00. The cop finally asks him, why were you acting like such a drunk in the parking lot? The drunk's response is that he is the DD for the evening. Designated driver the cops asks. No, the designated drunk...all of my friends just drove home sh*tfaced while you were watching me in the parking lot. I don't know what ended up happenning to the guy, but needless to say, the cop was pissed off. :)
