First, about the washers, you got extra washers. This is due to differences in part numbers at BMW where the old ones haven't been retired, don't ask. Anyway, use the 4 bolts with washers already on them and do not use the 4 loose washers. You will not need them. As for the "sleeves" that rdh2002 mentioned, these are nutserts and have to be installed in one of 2 very specific ways but they are preinstalled on M3s so you don't need to worry about it anyway. Just make sure you use the correct amounts of torque. 20ft/lbs for the 4 in front and 50 for the 2 rears. And DO NOT reinstall the stock straight bar behind the x-brace. e-mail me with any more questions you have
