Power Steering Canister Has Film of Fluid on it. (archive)

I have noticed that the power steering canisters on both my '99 M3 and '00 328i have a thin film of power steering fluid on them just under the screw-off cap. You can wipe the canisters with a towel and really not get more than an slight oily film off but I can definitely tell that they somehow release this film. I have cleaned them numerous times and the film reappears in a week or so. The only reason I can think of for this happening is an ill-fitting cap gasket...but on both cars?

Is anyone else experiencing this?
