The SS Camaros was consistantly running high 13s (13.7-13.9) at trap speeds of 105-110MPH. The stock M3s I have seen there average in the low to mid 14s in the low 100s trap speeds. Also, looking stock does not mean stock. I look stock and run 480HP and was able to race a TA W6S running NOS that looked completely stock as well. He ran 13.2 to my 12.8 that race. I personally feel that driver ability is consistantly underrated when I see discussions of this type. A poor shift is .1-.2 seconds at least among many other factors. IMHO, starts from highway speeds will favor the SS with higher HP if drivers/other factors are equal.
