If you're planning on tuning the hell out of the car, the '95 is ususally the way to go, because it can be made much faster. I've heard bad things about the 99's (refer to Car and Driver), but I believe that usually a '97-'98 is the way to go. I just bought a '98 M3 a week ago, and the shipping company just picked it up from the former owner today. I opted for the '98 because of the lower miles, much better price than the '99, and because it still has ~1.5 years left on the warranty. But if the warranty issue was nonexistent, I probably would have gone for a (very) low miles '95. Hey, if you can afford it, the '95 LTW is a great way to go.
