You can find out if its the sender unit or the actual guage itself by unlocking the hidden functions on the OBC (instructions on http://www.bmwmpower.com) and running test 6 which tells you how many litres of fuel are remaining - if thats dead, then its the sender.

Alternatively hold in the ODO reset button as you turn to ignition position on the key, the dash unit will do a self test and all the dials do a full sweep.. again instructions are on the website I mentioned earlier.
