Hairline scratches (provided they are not deep enough to penetrate the primer) can easily be removed. I use 3M Finesse It (not Finesse It II)by hand and get excellent results. If the scratches are deep enough to show the primer, then you may need to very lightly build up a fine layer of paint (touch up) and wet sand (1200-1600 grit) the added paint to match the surface. Then follow that up with Finesse It. Of course, it's much more detailed than that, but it would be a similar operation to repairing chips.
