you might want to check that the seat back has been snapped into place properly, cause i guess 1 time i folded my seat backs down, and one of them did not snap correctly and that stopped the seat belt from moving. it might look like the seat is in place, but just unlatch it and close it again. and be sure to kinda slam it when you push it back up. this might be the problem, i'm not sure though, could be something else, but let's hope not.
