The answer is the 99, $1500 diff for the same miles, condition and options, that makes it a no brainer (imho).

Are these being offered from dealers or private party?

they both still have factory warranty left, so a CPO shouldn't mean that much (the extended factory warranty can be bought at any BMW dealer)
