If you want to test your car to see if it is oversteering or understeering you need to get onto a skid pad. You can do it in first or second gear. Drive the circle faster and faster until one or the other happens. Which ever occurs first is the set up on your car.

On the street I want a very neutral setup. On the autocross track I agree that a slight oversteer is nice.
