As for a cold start, having a high idle is normal because the mixture is really rich and the idle control valve lets a lot of air through. Engines don't have a good combustion when they are cold.
Colder weather affects the specfic gravity in your battery making it low. You can add water which may or may not help or get a new battery. If you're still on your original battery that came with the car, then I recommend a new one.
Now if you complain of a "car wants to stall or cutout on a cold start or has a rough idle" then there's a software program for your DME to fit that.
