Yes, it is! OW oils cost more to make than the 5W and 10W oils but to offer all three in a 30 may be nothing more than covering all bases for the buying public. But offering a 0W-40 really makes no sense to me. Very few if any newer cars require a **W-40 engine oil and then "only" if it's a mineral oil. Most all new cars require a 5W-30 synthetic oil and the only reason some car makers don't also recommend the 0W-30 is because so few oil makers have it available. BMW does list 0W-30 in the newer cars owners manual.

Our engines don't require a 40 (top number) to protect it except when using a mineral oil. 30 (top number) using synthetic oil is perfect for full protection. A 40 won't offer any more protection and could even be a negative from the standpoint of engine cooling, rev ability and horsepower.

For Mobil to come out with a 40 isn't very likely to be a big seller in my opinion.

I mean why use a 5W-30 or 10W-30 when the 0W- gives you better protection at startup and equal protection when warm. 0W-40 is probably a better choice because it flows quickly at startup but still has the protection characteristics of a 40 when warm.
