Anyone know how metal part attaches to fender? (archive)

I asked this question before but this time provided a link to an image to help explain what I am asking. I'd like to know how the piece between the two arrows attaches to the fender. I drew a squiggly line along the piece from the grill (which extends to both sides of the car naturally).
