I live in DC, and drive my 95 everyday to/from work. I can tell you this, with my T1s Proxes, this car sucks in the snow. It is always trying to swap ends on me! I think that if I had some snow shoes on it, things would be better.

As for the potholes, keep your PSI up and you should be ok. I run 35 all around. If I were you, I would be more concerned about the snow boulders on the roads damaging my front end than potholes. I am sure you see more of those than us in the DC area.
