That is a tough time to get, as it is slightly lower than what is attainable w/ bolt-on mods.

I would get the AA euro-hfm kit, exhaust, short shifter. This will probably get you to 13.7-13.9

then I would think about a turbo, NOS, or a cam. A turbo is choice for 1/4 mile, there are people here on the board who are getting 11's.

also, never tried it...but heard that if you disconnect the front sway bar you can get a much better launch.

I have a stock 95 M3 and what to run in the low 13's, do i have to get a turbo or surcharger?
I raced a Integera GS-R with a Jackson Racing Supercharger and he beat me by a car length maybe more.....it sucked.
