The extended warr. alone is available from BMW dealers on any BMW that is still under the original factory warranty. There are also other extended warr. companies that will cover some cars that are no longer eligible for the one from BMW dealers. Both are 3rd party ext. warr. coverage, so you can get it fixed at any licensed mechanic, not kust dealers. I was quoted $1500 or so for a 2/24 ext. warr. from the Acura dealer at which I bought my '95 M3. It is also transferrable and refundable pro rata but I didn't buy it.
My local BMW dealership sells ext. warr's. from a company with a good rep. but I can't recall the name. A friend of mine had a Jag XJR covered by that same company and he said they were decent. Whether all dealerships sell the same ext. warr., CPO or not, I do not know. The key is how hard the ext. warr. provider is to deal with when you have a claim and what the warr. covers in the 1st place. Deductibles apply to these warranties.
So, no, you didn't have to buy the warr. right then and there. And, depending on what your warr. covers, it may well be a good price.
