Basically what that means is that the owner swapped the stock axle for one with a different ratio. This changes the ratios of all of the gears, and means that you get better acceleration out of all of the gears (Good). It also means that you have to shift more to go the same speed (two shifts to 60 instead of one, so 0-60 times may seem slow due to the time needed to shift) and you run higher RPM's at speed (Highway cruisin becomes even more radiculous) (Bad)

I don't remember what the stock axle ration is, so hopefully someone else can post that. Hope this helps...
