Several Seattle area dealers (including one BMW dealer) have told me straight up, after some hard negotiations, that "cars are bought and sold in the northwest based on the nada guide." If you're shopping at Bellevue BMW or BMW Northwest, the 43K price would sound about right for their initial "offer" prices on a clean lo-mi '99. Hard negotiations can do much better.
Indeed, the NADA guide is the one that all used car managers use to price their vehiles - look on their desks when you're in talking with them. The remaining "industry guides" are fantasy numbers, especially KBB. Shoot for below NADA numbers, and you'll usually do well.
I purchased my M3 in Wisconsin (99 CPO, 5800K miles, 38K) after finding the same thing you did in Seattle. Bottom line, shop around - I found mine on autotrader.com, checked it out during a business trip, bought it and drove it home. Big $$$ savings, it was easier, and you get a great road trip home to boot.
