This could be considered bad IF you have these panels ALL OVER your car. (Unlikely as the car would be written off as a "total") from the insurance agency.
But it's a good thing, if say it's like one panel or two, from the standpoint that, rather than bondo up a panel and repaint it to only later have it fall apart, I'd rather use a factory steel stamped unit.
What's more important is that structural integrity is retained. A DOT-R Panel will tell you where to look for structural damage.
If the structure is intact, the car tracts straight, and the car drives great. Then the DOT-R panel might be from something as minor as some guy backed into your car and you had the panel repaired.
My 2 cents and yes, I got a DOT-R passenger side panel.
