Moving to larger sway bars will improve the handling of your car without compromising ride quality. Since you stated that "tracking" the car is not part of the equation, changing the springs and shocks is recommended if you want to lower the car and/or stiffen the suspension.

I recently installed an adjustable set of sway bars from UUC Motorwerks -- 26mm front, 24mm rear. Factory sizes for 96 - 99 M3's are 23mm front, 20mm rear. My car definitely feels more "planted" when going into the turns. And I'm still running with factory shocks and springs.
