Supposedly there's an issue where it's easy to conceal a totaled or stolen vehicle in that state because of the law governing the issuance of salvage titles.

Whether this is true or not, I don't know. I know for a fact that in Illinois, it's easy to "wash" a salvage title if the car will pass a reinspection or is a recovered theft with light damage, but the salvage title would still show up on a Carfax because the salvage title would automatically issue.

TX is supposedly different. If you find a car in TX, go to http://www.lawcrawler.com and peruse the TX motor vehicle code to see what the law says.
