New-(to me) '98 M3-a couple ??'s (archive)

I just picked up a 98 Technoviolet M3 and had a couple of questions.

1.The engine fan seems to be always running even when cold. Does this mean the viscious fan clutch needs replacement? Is this a common problem?

2. I need to do pads/rotors all around. I plan on 8 autocrosses a year and maybe two driver's schools a season. What is the best setup for street/autocross/track?

3. The rear shock mounts and front tie rod ends need replacement according to my mechanic that checked the car out. Would these be replaced under warranty? (retail date 11/97, 33800 miles)
