Can anyone evaluate on this. I have heard that in California if someone writes a letter stating that the car was a gift, you don't have to pay sales tax on it when you register. Can anyone confirm this?

Of course I would never do it, but has anyone ever been caught at DMV saying a used car was sold for less than it actualy was?

buyer pays tax on mrkt value of car.(i guess that idea is out of the question)
but i've heard of selling car for $1 in order for buyer to avoid sales tax.
