I myself debated doing it but decided it really isn't worth it unless you're really prepared to BS. In Illinois, there's a use tax if the car is over $15k. Cars below that get a very low flat tax depending on model year.

For a car 25,000 through 29,999 (like mine), it's $1250. It only drops to $1,000 if the car is 20,000-24,999.

Thus, you'd have to significantly lie to get a big break. If you have a '95, it may be no problem, but it would be hard to avoid suspicion if you value, for example, a low mileage '97 M3 at 14,000. I don't know if the State audits use taxes but if they did, all it would take is a call to the bank to figure out what u paid.

IMHO of course, and I've heard of people doing it with no problem, though with cars with values actually close to $15k.
