they don't have starters, or batteries on those cars, i think it's an air driven starter that they use in the pits to start the cars.
there's a guy who sticks it in the back and it spins the motor to start it.
in F1, it is a process to start them, there is a laptop plugged in, the starter stuck in the rear, and they have to pump pressure to the pnumatic sytem (valves and clutch) in order to start it.
so no one could ever just jump in one and start it and drive off.
so the average person would never know, but we racing fans definately do!
