DISCLAIMER: I am NOT a lawyer. The thoughts below are the ideas I gather from hanging out with 6 friends who are practicing lawyers.

Talk to a lawyer and see if you can sue the officer who pulled you over - at a personal level, independent of the city. Make sure that the brief is written in such a way that the city is not declared, so the officer's legal expenses will be out of his own personal savings.

e.g.,

YOU
Plaintiff
vs.
OFFICER
Defendant

Take his deposition (to get on record) as to why he "maliciously" waited for 10 miles before pulling you over. Then if you can get a incriminating statement from him, then sue the city.

That will give him headaches too, as he
needs to fork out money to hire his lawyer to answer to your demands.

Risky... because he can counter sue, but it's your call...
