How can i get the euro HP on my 95 m3. Is there a chip i can buy?

I read an article in PERFORMANCE BMW and it stated that some euro BMWs, M3s in particular didnt have BMWs claimed horsepower.Some 3.2s actually made between 300 and 305hp.Some M5s made as little as 370hp.
