300 BHP is not out of the question.

If you do cams, full head job, full intake upgrade, full exhaust upgrade, I wouldn't doubt it.

300 rear-wheel HP? Someone's smokin wacky-weed. ;)

I have a 95 M3 with a Dinan blower, I just had it dynoed, I got 270 rear-wheel HP at 91 degrees (in the shop). I looked at AA's website, the Stage 1 turbo kit's won't produce much more than that, maybe 20 more rear-wheel. If you go turbo, do the Stage 2 (assuming the funds are available). On a Stage 2 kit, you *should* see 350 or more RWHP unless AA is grossly exaggerating their numbers.

One thing though, the 96 up engines are double VANOS and 3.2 liter, which will help in making power. I'm making right now less power below 3000 rmp than a stock 97 M3 (they had an earlier run to compare). One other thing to consider, the 95s are likely to be cheaper to get, which leaves more $$ for fun parts.
