1) There is a way... I did it, and I got the instructions off this board when I first got my car in July of 99. You might try www.unofficialbmw.com also. Sorry I can't be more specific.

2) If we are talking about the same piece, that is there to direct airflow down and away from the front tires to reduce wind noise.
